The building takes the form of a turbine, continually rotating on its own axis. The building's layout is based on a large circular hole at its centre, from which radiate curved facades which extend outside the circle to create a sinuous overall form.
The interior of the building has a large courtyard, with four floors above ground. Each storey, while maintaining the same basic layout, is slightly rotated relative to the one below it, to emphasise the idea of movement.
The facades of the building are curved on three sides with a strip opening around the entire perimeter, and have been designed to emphasise the idea of movement, since each window frame projects beyond the outer envelope of the building. Above the windows are sun shades composed of opaque glass slabs at an angle which increases along each of the three sides. This feature not only protects against direct sunlight during the hottest times of the year, but also imparts a certain movement to the prospect.
Each floor has large open space offices which can host a large number of occupants, smaller rooms for 1 and 2 person offices, and filing rooms. The various levels are connected by the stairways at the three corners of the building and the lifts next to them.
The main stairway, which is accessed via the double-volume reception area, is designed as a scenic feature with a glass and metal structure. The entire building is designed for eco-compatibillity, using high insulation materials to reduce energy consumption, and ecological materials, as required by the Leed protocol for new buildings, to ensure certification of the building to the said standard.
