The expansion of the great city and its ongoing socio-demographic growth have resulted in an accelerating consumption of land.

Any social housing project today must break with conventional limits: housing policy must aim at requalification, integrating a variety of approaches to break with rigid schemes and launch projects which restore old and often degraded buildings.
